On 30 August 2024, it was announced that the host city and selected venue for the Contest would be the 12,400-seat St. Jakobshalle, which serves as a venue for indoor sports and concert events and is located at the borders of Basel, adjacent to the neighbouring municipality of Münchenstein.
Format
On 12 December 2024, the EBU originally announced that 38 countries would participate in the 2025 contest with Montenegro set to return after a two-year absence, who joined the 36 countries which competed in the previous edition. Moldova had originally planned to participate, but it later withdrew due to economic reasons and the perceived quality of its national final.
Countries that are part of the "Big Five" (France, Germany, Italy, Spain and the United Kingdom) were automatically allocated a place in the final of the contest alongside the host country, Switzerland, while all other countries will be placed in one of the two semi-finals. The draw to determine the participating countries' semi-finals was held on 28 January 2025 in Basel.
Semi-final allocation draw
The semi-final allocation draw took place on 28 January 2025. However, the list was made available the day before on social media:

Active EBU members
North Macedonia - On 18 September 2024, Macedonian broadcaster MRT published their programme plan for 2025, in which they confirmed their intentions to broadcast the 2025 contest, along with the junior edition. The broadcaster did not mention any budgeting or funding plans throughout the document, unlike in previous years, so for the time being the country's possible return to the contest is not yet known since the funding plans for 2025 have not yet been revealed for any programmes listed in the document. On 26 October 2024, it was confirmed that the country would not take part with their last participation in 2022.
Romania - On 10 September 2024, Romanian broadcaster TVR stated that it has not made a decision on participation in 2025. It was later confirmed that they would not take part with their last participation being in 2023.
Active EBU member broadcasters in Andorra, Bosnia and Herzegovina, and Slovakia have so far confirmed non-participation prior to the announcement of the participants list by the EBU.
Non-EBU members
Kosovo - On 6 June 2024, the broadcaster's general director Shkumbin Ahmetxhekaj sent a formal letter to the EBU requesting an invitation to participate in Eurovision 2025. In August 2024, Kosovar news outlet Zërireported that the EBU rejected RTK's request for an invitation during its General Assembly in July, requiring full EBU membership as a prerequisite to competing in the contest. Ahmetxhekaj later commented that the EBU was "against management changes at RTK", which "negatively" affected the outcome of the invitation request.
